Open Letter from the President and the Legitimate Board of Directors of the Mont O’Brien Association 

Re: Comments concerning the April 2008 Newsletter

       From The Association du Mont O’Brien 

You have probably received the Newsletter dated April 2008 from the Mont O’Brien Association that discusses several topics including Biodiversity Reserve Status, Information Meeting, AGM, Spring Hikes, Mega Dump News, Membership and the situation with the Quebec Government regarding the status of the Mont O’Brien Board. 

As President of the Association, I would like to inform the general membership that your Board did not authorize this Newsletter and that the contents of the Newsletter were written without the knowledge and consent of your Board. There are several claims made in the Newsletter that I feel are not true and I would like to take this opportunity to state to you what I and your Board feel are the true facts. 

The Editor of the Newsletter states that the AGM will be delayed until June “to allow for the administrative recourse with the Quebec Register of Companies (REQ) to be settled.” I believe that the AGM might not take place for several months or up to a year or more. It will depend on how long it will take for the process with the Quebec Register. I feel that the process is presently at the information stage and that it will take some time for this dispute to be resolved by statements of fact by each side as well as appearances before the Register by both parties. This process has been confirmed to us by Quebec and could take several months. We are at a standstill and I feel that you should be aware of this. So the AGM cannot be held until Quebec resolves this dispute. 

You will note from the content of the Newsletter as well as the 2008 Membership Form that there are listed therein Board Members as well as their telephone numbers. I feel that these persons that are listed are not presently members of the Board as they have been dismissed or have resigned as Board members as well as members of your Association by your legal board. I want to draw your attention to this unilateral appointment of Board members as I feel that this is another matter that Quebec is to decide. 

The Newsletter on page 3 has a notice to “Become a Member”. I feel that what the Editor of the Newsletter is doing is against the law. Here is a person claiming to be your representative and is requesting you to become a member. Should you become a member you will be giving these persons money for your membership. How can these people request money from you or anyone for that matter when they do not have legal or legitimate authority to do so. In addition to requesting membership dues, these persons are also asking you to sign a “Member Responsibility and Key Permission Form.” This form does not conform to the contractual agreements that have been entered into with third parties and your association. Therefore, by signing this form (it should be 2008 instead of 2007) you as a member will not have the protection from third parties and the Association will not be able to protect you. 

We want to encourage our members to use the property of Mount O’Brien but your legitimate Board and I cannot state to you that you will be protected from third party claims should anything happen to you while hiking in and around Mont O’Brien. I can only state that you do so at your own risk. 

It is a sad state of affairs when we have reached this point of conflict. Your Board and I have tried to settle the Board issues but all of our efforts have been rebuffed. My only suggestion to you, our members, is to wait until Quebec resolves our dispute. After their decision, we will hold our AGM and elections for Board members according to our Constitution. UP-DATES

IMPORTANT NOTICE  TO ALL MONT O'BRIEN MEMBERS.

APRIL 3RD, 2008.

 

Please be advised, that due to the continuous hostilities brought to us by Mrs. Paula Armstrong and her renegades, and by her continuous FALSE SUBMISSIONS to the QUEBEC REGISTRY, it has brought us to an impasse.  According to the Quebec Government, it could take up to a year to resolve this issue.  In the meantime, the bank and the post office will remain blocked.


Since we can no longer continue to personally finance this war started and abetted by Mrs. Armstrong, we hereby: 

Suspend any and all planned activities, including the May 3rd AGM and Elections until further notice. 
 

You may send your 2008 Memberships to the secretary, Stephanie Milford, which will permit you to continue to enjoy the Mont O'Brien area with your UPDATED MEMBERSHIP.  Feel free to contact Stephanie for any information or forms, at, 819-467-1091. 

We apologize for any and all inconvenience that this may have caused. 

We will keep you updated as to further developments.

Welcome

The Mont O’Brien Association is dedicated to the preservation of a beautiful wilderness area on Public land near the village of Danford Lake, located in the Municipality of Alleyn-and-Cawood in the Outaouais Region.

The 60 square kilometers of numerous streams and creeks, beautiful mixed forest in which some white pines have reached a 10 foot circumference, O’Brien Lake and Mont O’Brien itself, one of the largest hills in the region reaching 394 meters, are just some features that makes this area so cherished by the 175 families (525 members), local residents and property owners in the region.

Many volunteers are involved with developing the trail network, upgrading and maintaining roads, organizing and participating in the family hikes, applying for grants, and participating at the board level.

The Mont O’Brien area is special not only for its beauty but also for the efforts of so many volunteers who have taken it upon themselves to make accessible this piece of Public land. With the increasing development of land in the Outaouais, it has never been more important to cherish the Public land we refer to as ‘Mont O’Brien’.
